Singapore invites applications for LNG bunker supplier licence
The Maritime and Port Authority of Singapore (MPA) has launched its first Request for Proposal (RFP) to invite interested companies to apply for a LNG bunker supplier licence, which would allow the licencee to supply LNG bunker to ships in Singapore port.

In the submissions to MPA, the applicants would need to propose an end-to-end LNG bunkering supply solution that details, amongst other things, their bunkering supply and delivery mode, LNG sources and marketing plans for the sale of LNG to customers from Singapore.

The RFP deadline is 30 September 2015 and the shortlisted proposals will be announced by MPA by end of this year.

The successful applicants of the RFP are then expected to supply LNG bunker to support Singapore’s LNG bunkering pilot programme that is scheduled to commence in early 2017.

“As part of efforts to develop LNG bunkering, MPA has been collaborating closely with partner agencies, industry stakeholders and technical experts, to develop LNG bunkering standards, procedures and facilities,” MPA said in a statement.

Last year, the port authority announced commencing work on the pilot programme with interested parties of the LNG bunker supply chain to establish operation protocols for LNG bunkering.

“MPA will also provide funding of up to SGD2m ($1.5m) per vessel for up to six LNG-fuelled vessels for the pilot programme,” MPA said.

The latest LNG bunker supplier licence scheme is not new to the bunkering market of Singapore. MPA already has a longstanding accreditation scheme for bunker suppliers that require suppliers to possess a bunkering licence in order to be able to sell bunkers with a non-transferable Bunker Delivery Note (BDN).
