Speaking to reporters at the Danish Maritime Forum, Victor Olersky, Deputy Minister of Transport, Russia said it had proposed that the NECA should be introduced in 2021 and that, “There were even some European countries that support the Russian position that the industry was not ready.”
While the technology exists to reduce NOx emissions Russia’s concern is the cost and whether it will really improve environmental conditions. “The industry is always ready but it is the matter of the extra cost for shipowners. Nobody has really proved it helps for the environment,” he said. It's a matter of the speed and pace of implementation.”
Denmark is pushing for agreement on a NECA in the North and Baltic Seas by 2015 as a high priority.
