Shanghai: Lloyd's Register has launched a series of eight seminars this week, that offer detailed guidance and assistance on the International Maritime Organization's (IMO) recently adopted Performance Standard for Protective Coatings (PSPC). The course, held in the major shipbuilding centres in China, between January 16-25, 2007, make LR the first class society to offer advice on the PSPC in China, the company said.
Nick Brown, Deputy Manager of China Business Development, LR Asia, said: "The PSPC is likely to have the largest impact on the way vessels are built since the introduction of the common structural Rules for oil tankers and bulk carriers. However, shipbuilders had time to prepare themselves for the common Rules, whereas with the new coating standard, they had no time between the standard being finalised and becoming mandatory as part of the CSR. This has led to a situation where shipbuilders and shipowners may be required to sign contracts for vessels before they fully understand the true impact of the PSPC on the production process of new vessels.
"The more guidance we can provide and the more we can help to clarify the new regulation, the more likely it is that the owners and yards that we work with will be able to negotiate successfully the requirements set out in the standard."
Roy Thomson, North Asia Marine svp, LR Asia, added: "With practical seminars on important subjects like the PSPC, we plan to not only provide regulatory details but also practical guidelines and assistance."
The seminars, which are tailored to the Chinese shipbuilding industry and delivered in Mandarin, cover six main areas: introduction to the PSPC, the regulation and its background, detail of the PSPC, IACS interpretation of the PSPC, the major impact of the PSPC on each party for newbuilding contracts, suggestions for preparing for the PSPC and LR practical guidance and assistance.
Prior to its implemetation there was much confusion surrounding the new coatings ruling and LR expects there to be much interest from Chinese yards and owners in finding out what the changes actually mean. [17/01/06]
