The pamphlet entitled “Safe Passage: The Straits of Singapore and Malacca” was launched on Tuesday at the IMO MSC 93 meeting.
“It is intended to be a handy tool for users of SOMS on navigational guidelines and best practices to be observed, and the importance of adhering to the International Regulations for Preventing Collisions at Sea (COLREGs),” Bimco, Directorate-General of Sea Transportation of Indonesia, the Malaysia Marine Department of Malaysia, and the Maritime and Port Authority of Singapore, said in a joint statement.
“The Safe Passage pamphlet also presents useful information on collision prevention measures, night signals for vessels crossing the Traffic Separation Scheme in the Singapore Strait, local rules for ships transiting the SOMS, advice on anchoring and weather conditions affecting visibility such as haze and heavy rain.”
The pamphlet is the result of an initiative under the cooperative mechanism on navigational safety in the straits and was proposed by Bimco in 2012.
Last year transits of the Malacca Strait hit an all time high with 77,973 vessel transits. The first two months of 2014 saw three collisions within two weeks in the Singapore Strait, all three causing oil spills.
