Taean Coast Guard will arrest four captains

Seoul: The Taean Coast Guard will arrest four people in connection with the oil spill that occurred near the coastal town two weeks ago, local media reported.
Included among the four are the captains of two Samsung Heavy Industries' crane tugboats, who are said to be directly responsible for the oil spill. Also arrested are the captains of the crane barge and the Hong Kong oil tanker Hebei Spirit.
The four are charged with violating the maritime pollution law by operating ships despite high winds and waves, resulting in the December 7 crash on the west coast. They are also accused of negligence due to their failure to respond to a control tower emergency call for over an hour.
The oil tanker captain is charged with failing to take preventive measures against the risk of colliding with the crane barge. [20/12/07]
