A report submitted to the Vietnamese government national assembly said Vinalines had debts of more VND43tr ($2bn).
“Vinalines has borrowed a large amount of loans but its investments have failed to yield effectiveness, leading to enormous overrun expenses, and massive debts,” the report said.
Last month a warrant was issued for the arrest of former Vinalines chairman Duong Chi Dung.
