ICS voices concern over European regional MRV proposal
The International Chamber of Shipping (ICS) has voiced its concern over a European proposal for a regional CO2 monitoring, reporting and verification (MRV) system.

The ICS has backed the development of a global MRV system at IMO.

“ICS is very concerned by the recent proposal by the European Commission, to be put before the European Parliament, for a Regulation mandating a regional system of MRV,” Masamichi Morooka, chairman of ICS said at a meeting of its board of directors.

“While the Commission has stated that it would prefer to see the development of a global system by IMO, we are unclear whether the Commission is sincere in its intentions or how the development of a regional mechanism, which also seems overly complex, can be reconciled with what we hope can be developed and adopted internationally.”

The ICS position is consistent with its longstanding backing of global regulations for the shipping industry under the auspices of IMO.
