Top concerns over Ballast Water Management – an interview Alfonso Castillero of the Liberian Registry

As the Ballast Water Management Convention (BWM) enters its second phase from 8 September 2019, applying to existing vessels, Liberian International Ship & Corporate Registry (LISCR), chief operating officer Alfonso Castillero reveals his biggest concern in an exclusive interview with Seatrade Maritime News.

With owners of existing tonnage required to retrofit a Ballast Water Treatment System (BWTS) at the next IOPP survey after 8 September to comply with the International Maritime Organization’s (IMO) convention, there are concerns in the industry over the equipment, the availability of drydock space to install it, and the implementation and enforcement of local requirements over and above those agreed in the convention.

However, in a video interview with Seatrade Maritime News, Castillero says that while there are some potential problems over the availability of drydocking space and the cost, his primary concern was the implementation and enforcement of the convention by Port State Control.

“There are IMO guidelines, but regionally shipowners will have to face different requirements… every PSC jurisdiction may have a different deviation of the IMO standards, and from the owners’ and flag State point of view, it’s difficult to deal with international standards, as well as different regional specific additional requirements,” he says.
