Paris, Tokyo and Black Sea MOUs in intensive hours of rest inspections
The Paris, Tokyo and Black Sea Port State Control MOUs are conducting a concentrated inspection campaign on STCW mandated hours of rest.

The campaign will begin in September, ending at the end of November, during which time Port State Control inspections will feature an additional checklist verifying adherence to the amended STCW 78.

Stipulations to be verified include whether watchkeeping schedules are kept accurately and accessibly to crewmembers, the length and record-keeping of rest periods and whether manning meets the requirements as set out in the vessel’s minimum safe manning requirements.

If deficiencies are found in the additional checklist, the actions of the port state control officer may vary from recording deficiencies to detaining the vessel until all crew members have been adequately rested.
