Russian Maritime Register ready for Maritime Labour Convention entry into force

On August 20, 2013 the Maritime Labour Convention, 2006 (MLC), adopted on 23 February 2006 at the 94-th session of the International Labour Conference, will come in force. The MLC will become one of the major regulatory documents of the maritime industry along with SOLAS, STCW and MARPOL Conventions.

Aiming at further improvement of customer service quality and effective implementation of the MLC requirements RS established a specialised unit – the MLC Department. The new department operates since June 1, 2013. The MLC Department will cover the whole range of issues connected to RS services provision in the relevant segment of the market.

The MLC provides for systematic monitoring of working and living conditions on board ships and formulates requirements for organisations engaged in the recruiting and placement of seafarers (crewing companies). After MLC enters into force, the owners will have to confirm the fact of their cooperation with crewing companies compliant with the MLC requirements.

RS holds ship inspections under the MLC requirements, issues and endorses the Certificate of Maritime Labour Compliance, considers and endorses the Declaration of Maritime Labour Compliance. For crewing companies, RS offers voluntary certification under the MLC, issue and endorsement of the certificate of compliance. Besides, RS will provide advisory services for the MLC requirements implementation in shipping companies’ activities. RS services will cover a review of the company’s internal normative base, safety management system, development of system for complying with the MLC requirements (policy, certificate forms, guides, document flow, procedures, records, responsibilities), issue of an official letter of opinion on compliance with the MLC.
