The Tokyo and Paris Memoranda on Port State Control (PSC) are launching a joint concentrated in inspection campaign (CIC) on compliance with the STCW Code.

The campaign at ports in Asia and Europe will run from 1 September to 30 November and will be conducted as part of regular PSC inspections.

A list of 10 pre-defined questions will be used by inspectors for the STCW campaign.

The campaign is aimed at confirming:

  • The number of seafarers serving on board and their certificates are in conformity with the relevant requirements 

  • All seafarers serving on board, hold an appropriate certificate or a valid dispensation 

  • The seafarers on board hold a valid medical certificate 

  • The watch-keeping schedules and hours of rest indicate compliance with the relevant requirements

If deficiencies are found the vessels face detention for detainable deficiencies until such time as they are rectified.

“The CIC will assist in raising the awareness of shipowners, operators and crew on the specific requirements in the STCW Convention and Code,” a joint statement by the Paris and Tokyo MoUs said.
