Hong Kong: The Government of Hong Kong SAR says it is to introduce four pieces of subsidiary legislation made under the Merchant Shipping (Local Vessels) Ordinance ('LVO') into the Legislative Council in a bid to make the rules more easily accessible to the public. The provisions, previously scattered amongst various laws, will consolidate legislation for local vessels pertaining to general regulations, safety and survey regulations, compulsory third party risks insurance and works regulation. All four pieces of legislation will be tabled on October 11 by the Council, which will also decide on whether to enhance the safety of workers on board ocean-going vessels by aligning the regulations applicable with those prescribed for local vessels.
